I paid my next service agreement in full and still cannot unlock my phone!

I paid my next service agreement in full 2 days ago and the woman in customer service told me I would be able to unlock the phone right after it was paid and after I hung up with her. I have submitted multiple requests and it still says it is denied because I have not completed all the payments for my next service agreement which was just paid off! I don't understand why I am not eligible to unlock it yet!
