iPhone 6+ unlock requests

I submitted a requests for both of my iPhone's to be unlocked at 9:45pm last night and was waiting for the email confirmation with the link to verify my request. It is now 5pm the following day and the emails have not been received. I called the customer service line and they said to give it up to 3 days. Is this normal? The confirmation page after I submitted the requests said the requests would be cancelled within 24 hours.

I am a happy AT&T customer when at home in the US, but so far, while on the road, their international service has been horrendous. From an unknown useage of one of the passport data plans to the inability to unlock our phones, the cell use has been horrible.
